Sorry I can't give a title and author here, but last year I read a
book on the European witch hunts and something somebody said in this
thread about political power, religion and inquisitions rang a bell.
I think this applies to inquisitions as well as witch hunts:

In countries where churches did NOT have political power, very few
people were killed for being witches.

In countries where the churches DID have political power, there was
terrible carnage.

This could probably be filed under, "Why we have separation of Church
and State."
