Tantra was developed largely by Indian Kings, Kshatriyas who were quite violent and performed animal sacrifices routinely. Brahmins made every effort to collect, compile and integrate the practices into a "vegetarian" system. Initially the Brahmins, as they hoped to profit from the large sacrifices performed by kings, participated in the sacrifices and learned from the kings. That is why the Upanisads mention Kshatriyas hesitatingly telling Brahmins what they had never known before.
