0.02$ fwiw, the original question of this thread was
discussed at length some years ago on the kundalini mailing
list (probably still around somewhere?), here are the high
points of consensus among the contributing yogins as i recall:

Kundalini arousal/transmission aka 'shaktipat' can occur
with OR without EITHER the intention of the 'recipient' or
the 'transmitter'.

Examples were cited of people evoking shaktipat from a teacher
without the teacher's conscious intention, merely as a result of
the recipient's devotion and desire.  And the teacher being
in fact surprised themselves at the experience.

Examples were cited of people receiving shaktipat without their
desire or intention to receive it, as a result of some
inadvertent physical contact with a transmitter, or 'contact'
via a photograph etc.

The conclusion was, iirc, that the Kundalini/Holy Spirit can be
said to 'have a mind of its own' so to speak, and may or may
not regard our conscious intentions.  In other words, perhaps
our deep unconscious intentions are radically different from our
surface conscious intentions.


fwiw, the connection of the chakras to the endocrine system
is very real.  As well as the connection to the physiology of
sexual arousal (at least, for the lower chakras).
